Mission Statement:
David M Shapiro Disaster Planning & Recovery Consultants (DMS) assists public sector entities including states, counties, cities, school districts, public and nonprofit colleges and universities, public and nonprofit hospitals, electric cooperatives and other eligible entities with maximizing reimbursement from both public (primarily FEMA) and private (primarily insurance) funding sources for damages incurred during federally declared disasters.

Our History:
We have over 15 years experience in disaster planning, recovery and mitigation. We have worked for FEMA, the states of North Carolina and Louisiana, and with dozens of other applicants. Our philosophy regarding recovery from a disaster is simple: Aggressively identify and pursue all eligible projects, while strictly complying with FEMA procedural/eligibility regulations.
The DMS New Orleans Team is comprised of managers and specialists, including engineers, architects, grant administrators, data and document organization specialists, and other technical disciplines.
Our team has a comprehensive understanding of, and extensive experience with, the policies, procedures, and operations necessary to develop effective recovery project processes for all levels of clients.
Our staff has worked with local, state, and federal clients on efforts to enhance recovery disciplines for disasters and emergencies. Our experience has provided us with the knowledge and ability to help our clients develop effective and robust strategies for all phases of the recovery cycle. Since 1998 we have assisted our clients in receiving over $5,000,000,000 in FEMA and insurance funding. |

David M Shapiro
David M. Shapiro is the Managing Director of David M Shapiro Disaster Planning & Recovery Consulting. He has over 18 years of experience in disaster planning, recovery and mitigation working for FEMA, states and all categories of local government entities. His firm has worked with over three dozen clients including counties, cities, school districts, hospitals, and eligible non-profits. His firm is currently assisting clients in Louisiana & Mississippi with the recovery of over $3,000,000,000 from FEMA & insurance companies for damaged facilities from Hurricanes Katrina & Rita. In 2004/2005 he assisted clients in the State of Florida with the recovery of approved $2,000,000,000 from FEMA & insurance companies for damages caused by the four hurricanes that impacted Florida & Alabama during the summer/fall of 2004. Areas of experience include: eligibility, project formulation, Project Worksheet review, final inspections, hazard mitigation (under the 404 & 406 programs), appeals and responding to FEMA A.I.G. audit findings. Mr. Shapiro has earned a Bachelor's of Business Administration Degree from Hofstra University in Hempstead, New York.
Joann Hash
Ms. Jenkins has experience as a Deputy Program Manager being responsible for the supervision of daily activities of the Project Specialist and support personnel. She has also assisted Project Managers with supervising daily operations for Grants Management and Monitoring Units. Ms. Hash’s previous work prior to joining the DMS Team included work for the State of North Carolina as a Grant Manager and a Grant Manager Supervisor. She also served as Lead Supervisor for Public Assistance Training, Public Assistance 406 Mitigation, and Public Assistance Operations. As the Lead Supervisor, Ms. Hash developed and implemented training curriculum to educate Public Assistance personnel on FEMA policies concerning 406 Mitigation, PA Operations and grant programs. She has supervised and a staff of more than 50 employees as well as supervised the management and operations for over one billion dollars in Federal and State Disaster Recovery grants. Ms. Jenkins has earned a Bachelor of Arts Degree, American History with a Minor in English as well as a Masters Degree, American History with a Minor in African History from North Carolina Central University.
John Zimmer, PE
Mr. Zimmer is a registered professional engineer with extensive experience in disaster response and recovery operations and technical support assistance. He has experience working with the Federal Emergency Management Agency (FEMA) on over 12 disasters in the following states: New York, Pennsylvania, Maryland, North Carolina, Florida, Alabama and Louisiana. His positions with FEMA have included: Team Lead, Team Member (PAC/PO) and Group Lead. Before joining the DMS team Mr. Zimmer most recently worked with the State of Louisiana, Governor’s Office of Homeland Security Emergency Preparedness (GOHSEP) for Hurricanes Katrina, Rita, Gustav and Ike as a Group Lead State Agencies/Sr. Problem Resolution Officer. Mr. Zimmer has earned a Bachelor of Science Degree in Civil/Structural Engineering from the University of Detroit.
James Scott, PE
Mr. Scott is an experienced emergency management professional with more than 40 years of disaster and management experience. He spent nine years as a Project Officer and Public Assistance Coordinator for FEMA serving on 18 declared disasters. Mr. Scott has provided Public Assistance expertise as a contractor to the Commonwealth of Virginia, assisting them after Hurricane Ernesto. Mr. Scott responded to Hurricane Katrina in Mississippi, first doing damage assessments and recovery work for FEMA then continuing his work as a contractor for FLUOR. Mr. Scott was an engineer for the United States Army Corps of Engineers, where he responded to Hurricanes Agnes and Eloise, as well as the 1964 Alaskan earthquake. Most recently Mr. Scott has applied his knowledge of public assistance programs to specific issues raised by clients, including technical expertise to obtain FEMA assistance. His current work includes response to Hurricane Katrina in Louisiana, where he serves as part of the DMS team. He has worked part time on issues including project management costs, eligibility and reimbursement. Mr. Scott has earned a Bachelor of Science Degree in Civil Engineering from The Citadel in Charleston, South Carolina as well as a Master of Science Degree in Industrial Engineering (Engineering Economic Systems) from Stanford University in Palo Alto, California.
Emmett Moseley
Mr. Moseley is an experienced executive in the engineering, construction and software industries. He has repeatedly demonstrated strengths in general business management including strategic planning, culture change, organizational alignment, and operational excellence. During Mr. Mosley’s career a special emphasis has been placed on large project estimating and project management. He has also provided business and other consulting services including: process design, business plans, business strategies and financial management for clients such as CB&I, R&R Medical Care, Inc., Dynamic Optimization Technology Products, Inc., Amerapex Corp., Pemex (Mexico), Ecopetrol (Colombia), Setas (Turkey), as well as others. He has extensive training and certifications from the Federal Emergency Management Agency and has worked on a variety of national declared disasters. Prior to joining the DMS team, as an independent adjuster he has handled losses up to $9,000,000.00 and has specialized in both flood and wind catastrophes. Mr. Mosley has earned a Bachelor of Science Degree for Electrical Engineering from Louisiana State University in Baton Rouge, Louisiana.
